Rent Adjustment on Vacancy (Viability Model)

For new tenancies following vacancy. Computes the maximum allowed rent increase using the provincial market value assessment as the basis for an estimate of what rent would make the property viable if sold. Note: The limitation on increase (e.g. 3% per year) does not apply to vacancy adjustments.
