Electricity price increase charged for full billing period

When an increase in electricity rates occurs the entire bill that encompasses the rate increase date has the increase applied to it.  Only the portion after the rate increase date should use the new rate.  For example rate increase came into effect on March 1, 2016 but if a client billing period is from February 18, 2016 to March 1, 2016 then the new (higher) rate is applied to the whole bill – not just the electricity used from March 1st onward.
