Qualifying for Permanent Jobs

To apply for some permanent government jobs a minimum number of hours of consecutive experience in the job is required.  When a part-time employee is laid off, the number of experience hours resets to zero.  However the length of employment of part-time employees varies at the discretion of management.  This means one part-time employee’s work can end just before the required number of hours, and another’s can be extended – effectively controlling who is eligible to apply for permanent positions.
