On this day in the legislature one highlight for me was asking questions Capital Budget.  In became clear that the high level “summary level” dollar figures in the budget could be broken down into specific projects, and the Minister of Finance had that information at his fingertips – but he refused to publish this information and insisted that we go through line-by-line on the floor of the legislature.  Not only was this not open and transparent, but it was a very inefficient way to communicate this information.
